LAWYER Andre De Jesus filed an impeachment complaint against President Ferdinand Marcos Jr. on Monday, citing the arrest of Rodrigo Duterte, allegations of corruption and drug use, and budget-related issues.
The complaint was endorsed by Pusong Pinoy party-list Rep. Jett Nisay, one of the lawmakers whom the Independent Commission for Infrastructure (ICI) recommended for prosecution in connection with flood control project anomalies.
De Jesus accused the chief executive of corruption, culpable violation of the Constitution, and betrayal of public trust, citing several grounds. One of the key points raised in the complaint is the arrest and handover of former President Rodrigo Duterte to the International Criminal Court in connection with his crimes against humanity case, which Nisay characterized as a “kidnapping.”
Nisay also alleged that Marcos is a “drug addict” and claimed he suffers from impaired judgment and leadership. Additionally, the complaint alleges that Marcos failed to veto unprogrammed appropriations and unconstitutional provisions in the General Appropriations Bill.
It further alleges that Marcos benefited from kickbacks from budget insertions and flood control projects and created the ICI to shield his corrupt allies. De Jesus’ impeachment complaint, submitted to the Office of the House Secretary General, marks the first such action filed against Marcos.
