Year in Review: The Flood Control Scandal Exposes Corruption, Sparks Reforms

admin December 30, 2025

AS 2025 draws to a close, the shadow of the flood control scandal continues to loom large over the Department of Public Works and Highways (DPWH) and the Philippine political landscape.

The controversy, which erupted in the latter half of the year, exposed alleged widespread corruption and irregularities in the allocation and implementation of flood control projects, triggering congressional investigations, resignations, and promises of reform.

The scandal gained momentum with the surfacing of the so-called “Cabral Files,” documents purportedly detailing anomalous fund insertions and kickbacks involving lawmakers and government officials.

The files implicated several individuals, including then-DPWH Undersecretary Maria Catalina Cabral, who subsequently resigned amidst the growing controversy. Congressional hearings were launched to investigate the allegations, with lawmakers grilling DPWH officials and project proponents about the bidding processes, project implementation, and alleged irregularities.

The Department of Justice (DOJ) initiated its own investigation, preparing to refer a plunder case involving Cabral and other DPWH officials to the Ombudsman. The scandal also prompted a review of existing flood control projects, with calls for greater transparency and accountability in the bidding and implementation processes.

The House of Representatives, in a move aimed at preventing similar scandals in the future, announced plans to adopt blockchain technology to enhance transparency and public trust in government operations.

The flood control scandal has had a significant impact on public trust in government institutions and has highlighted the urgent need for reforms in the DPWH. While the full extent of the corruption remains under investigation, the scandal has already led to increased scrutiny of government projects and a renewed focus on transparency and accountability.

As the year ends, the investigations are ongoing, and the public awaits further developments and concrete actions to address the systemic issues that allowed the scandal to occur. The coming year is expected to bring further revelations and potential legal action against those implicated in the alleged corruption, as well as continued efforts to reform the DPWH and prevent similar scandals in the future.
