ICI refers Revilla to Ombudsman, more senators to be probed

THE Independent Commission for Infrastructure (ICI) has formally submitted a referral to the Office of the Ombudsman recommending charges against former Senator Bong Revilla Jr., businessman Maynard Ngu, and several others in connection with anomalous flood control projects.

The ICI is recommending charges including direct or indirect bribery, corruption of public officials, and plunder.

In addition to the referral, the ICI is urging the Ombudsman to conduct further investigation into the alleged involvement of Senators Francis “Chiz” Escudero and Mark Villar, former Senator Nancy Binay, and former Senate finance chairperson Grace Poe. ICI chairperson Justice Andres Reyes Jr. stated that this recommendation is based on the gravity of the allegations and the need for further evidence.

Reyes cited the affidavits and testimonies of former DPWH Undersecretary Roberto Bernardo as the basis for the referral and the call for further investigation. Bernardo had previously accused Revilla of receiving 25% commissions from flood control projects, a claim Revilla denies. Reyes emphasized the need for more witnesses, including drivers, helpers, cooks, and secretaries, to strengthen the case.

Revilla’s spokesperson, Atty. Maria Guinto, criticized the ICI for allegedly denying the former senator the opportunity to defend himself. Guinto stated that Revilla will address the allegations once the Ombudsman initiates a preliminary investigation.

Senator Poe, meanwhile, welcomed the recommendation for further investigation, stating that it confirms the lack of basis for Bernardo’s allegations against her. She pledged to cooperate with the Ombudsman’s investigation.

The ICI also indicated that it will submit additional evidence that may lead to more charges against other individuals, including former DPWH officials, a former lawmaker, and a Commission on Audit Commissioner.
