DPWH files graft charges vs Discaya, employees in broad corruption sweep

THE Department of Public Works and Highways (DPWH), under the leadership of Secretary Vince Dizon, has initiated legal action against contractor Cezarah “Sarah” Discaya and numerous DPWH employees stationed in Bulacan.

The charges, filed before the Office of the Ombudsman, encompass violations of the Anti-Graft and Corrupt Practices Act, the Government Procurement Reform Act, as well as malversation and falsification.

This move signals a comprehensive effort to address alleged corruption within the agency’s Bulacan 1st District Engineering Office (DEO).

The extensive list of individuals facing charges includes engineers, section chiefs, and administrative personnel, indicating a potentially widespread network of corruption.

In addition to Discaya, several other contractors are implicated, suggesting a coordinated scheme involving both public officials and private entities.

The DPWH’s decision to pursue these charges reflects a commitment to accountability and transparency, potentially setting a precedent for future investigations into corruption within the agency. Secretary Dizon has indicated that further charges may be filed in the coming days, suggesting that the investigation is ongoing and may uncover additional instances of wrongdoing.
