THE Commission on Elections (Comelec) is broadening its investigation into campaign finance, starting with a show-cause order against Lawrence Lubiano, president of Centerways Construction and Development Inc., for his P30 million donation to Senator Francis “Chiz” Escudero’s 2022 senatorial campaign.
This case has triggered a wider review of contractor contributions and potential conflicts of interest.
Comelec Chairman George Erwin Garcia stated that the poll body is sending letters to 52 contractors who donated to various candidates in the 2022 elections, including seven national candidates, 15 political parties, and several local bets.
The Comelec is coordinating with the Department of Public Works and Highways (DPWH) to determine if these contractors held government contracts at the time of their donations, which would be a violation of election laws.
While Lubiano claims his donation to Escudero was personal and not from company funds, the Comelec is obligated to investigate whether the donation was permissible under the Omnibus Election Code.
Escudero has acknowledged Lubiano as a friend and contributor but denies any intervention in his business dealings with the government.
The Comelec’s move underscores its commitment to ensuring transparency and preventing undue influence in Philippine elections.
