DPWH confirms investigation into ‘ghost’ flood control projects

THE Department of Public Works and Highways (DPWH) is investigating the existence of “ghost” flood control projects, Secretary Manuel Bonoan confirmed during a Senate Blue Ribbon Committee hearing.

The confirmation came in response to questioning from Senator Jinggoy Estrada, who stated his office had received reports of such projects in Calumpit, Malolos, and Hagonoy in Bulacan.

“In all confidence… I think so,” Bonoan responded when asked if “ghost” projects existed, adding that he had learned of the issue “just lately” and that the DPWH is now “intensively validating” the reports. He identified Wawao Builders Corporation as the contractor allegedly responsible for the projects in Bulacan.

Wawao Builders is among the top 15 contractors identified by President Ferdinand Marcos Jr. as having secured approximately P100 billion worth of flood control projects, representing 20 percent of nearly 10,000 contracts awarded between July 2022 and May 2025.

Senator Rodante Marcoleta, who is leading the Senate inquiry, noted that the company’s president, Mark Allan Villamor Arevalo, was invited to attend the probe but has yet to respond. The investigation aims to uncover the extent of these alleged “ghost” projects and hold those responsible accountable.
