New bill targets AI-fueled sexual abuse, creates ‘Take It Down’ system

REPRESENTATIVE Robert Nazal has filed House Bill No. 807, the Take It Down Act of 2025, to criminalize the creation and distribution of nonconsensual sexually explicit material, including AI-generated deepfakes.

The bill aims to address the rising misuse of AI for harassment, extortion, and humiliation, citing an 18% increase in voyeurism cases and a 240% surge in deepfake sextortion complaints in 2024. A 2022 UN study revealed that one in five Filipino children aged 12-17 experienced online sexual exploitation or abuse.

The bill grants extraterritorial jurisdiction, allowing prosecution of offenders abroad, and mandates the Department of Information and Communications Technology (DICT) to create a Take It Down Portal for swift content removal.

Platforms must remove flagged content within 48 hours or face fines up to P1 million per incident. Violators face up to 12 years imprisonment, increasing to 20 years if the victim is a minor.

The bill allocates P50 million for the portal’s launch and establishes a Joint Congressional Oversight Committee for review. It draws inspiration from similar initiatives in the US and UK, aiming to provide victims with a faster and more effective path to justice and reclaim their dignity.
