Mercado-Revilla champions health, education, families in priority bills

AS the 20th Congress opens this month, Cavite Second District Representative Lani Mercado-Revilla has filed her first 10 priority bills, reflecting her continued commitment to uplifting Filipino families through inclusive and relevant legislation.
Known as “Nanay ng Bacoor,” Cong. Lani brings forward these measures to respond to needs such as access to quality education, reliable healthcare, and adequate housing.

“Sa likod ng mga panukalang batas na ito ay ang hangarin natin na mapalakas at maproteksyunan ang bawat pamilyang Pilipino. Hindi lang ito para sa mga basic needs, gusto rin nating siguraduhin na ligtas sila sa mga panganib na dala ng teknolohiya,” Cong. Lani said.

SUPPORTING WOMEN AND THEIR FAMILIES


These measures aim to create a safer, fairer environment for women and their families by ensuring protection from workplace discrimination and providing support for those living in vulnerable housing situations.

HB 255 – Rental Subsidy Program for Informal Settler Families
Provides financial assistance to families living in danger zones or affected by natural disasters, supporting safe and stable transitions while housing projects are being addressed.

HB 257 – Expanding the Prohibited Acts of Discrimination Against Women
Broadens the scope of discriminatory acts penalized under existing laws, including unjust termination of female employees due to pregnancy.

INVESTING IN EDUCATION AND CULTURE


These bills provide long-term investments in learning institutions and programs, as well as cultural preservation.

HB 248 – Establishing the Bacoor Cultural Center, Archive, and Museum
Aims to preserve and promote Bacoor’s vibrant history, arts, and religious heritage—especially for the benefit of future generations.

HB 249 – Converting Cavite State University – Bacoor into a Regular Campus
Ensures institutional and financial support for the campus, expanding access to quality tertiary education for students in the city and nearby areas.

HB 256 – Personal Financial Literacy in the TVET Curriculum Act
Integrates financial literacy into the Technical and Vocational Education and Training (TVET) curriculum to equip students, workers, and OFWs with essential money management and decision-making skills

STRENGTHENING HEALTHCARE FOR ALL


These bills aim to institutionalize the support systems for barangay health workers and doctors, who play a crucial role in delivering healthcare to communities.

HB 253 – Magna Carta of Barangay Health Workers
Aimed at institutionalizing fair compensation and benefits for over 200,000 BHWs nationwide—many of whom are mothers and community frontliners—this bill seeks to elevate their welfare and empower them with the tools they need to serve.

HB 254 – Creating the Philippine Medical Accreditation Council
Proposes the standardization and rationalization of medical residency training programs to strengthen our country’s medical workforce.

DIGITAL SAFETY FOR ALL


As technology brings new threats, these measures ensure that Filipinos are protected from the dangers of misinformation, deepfake manipulation, and unchecked AI use.

HB 250 – Combat the Malicious Use of Deepfake Technology
Seeks to penalize harmful deepfake offenses and mandates disclosure to promote transparency and prevent digital deception.

HB 251 – Criminalizing Fake News and Online Manipulation
Strengthens the Cybercrime Prevention Act by criminalizing the deliberate creation and spread of fake news, holding offenders accountable for online misinformation and disinformation.

HB 252 – Artificial Intelligence Regulation Act
Establishes a national AI policy and the creation of an Artificial Intelligence Bureau to ensure ethical use, development, and oversight of AI technologies in the country.

In the previous Congress, Cong. Lani successfully passed a total of 57 laws. In this 20th Congress, she continues that momentum with legislative measures that reflect the changing needs of Filipino families.

“This is all part of our promise to every Bacooreño and every Filipino. Bilang ‘Nanay ng Bacoor,’ patuloy tayong magsusulong ng mga batas na nagbibigay-daan sa katuparan ng inyong pangarap para sa isang mas maganda at ligtas na kinabukasan,” Cong. Lani said.
