Transportation Secretary Jaime Bautista on Tuesday appointed Mercy Leynes as officer-in-charge (OIC) of the Land Transportation Franchising and Regulatory Board (LTFRB) amid allegations of corruption in the agency.
According to Special Order No. 2023-353, LTFRB board member Leynes will serve from Oct. 10, 2023 until Oct. 9, 2024.
Leynes will replace suspended chief Teofilo Guadiz III, who was accused of bribery in exchange of
Guadiz’s suspension came after his former executive assistant Jeffrey Tumbado earlier revealed that operators have to pay transport officials up to ₱5 million as part of the “ruta for sale” scheme.
Tumbado and transport group Manibela are considering filing charges against Guadiz and other LTFRB officials for the alleged corrupt practices.
