ACT-CIS party-list lawmakers, 2 other solons seek revocation of franchises on non-performing electric coops

HOUSE Deputy Majority Leader Erwin T. Tulfo and his colleagues from the ACT-CIS partylist and two other lawmakers filed a resolution Monday (Sept. 18) urging the House of Representatives to conduct an urgent inquiry, in aid of legislation, for the immediate review and possible revocation of the franchises of the non-performing electric cooperatives.

In a House Resolution No. 1302, introduced and signed by ACT-CIS partylist Reps. Erwin Tulfo, Jocelyn Tulfo, and Edvic Yap; Benguet Rep. Eric Yap and Quezon City 2nd district Rep. Ralph Tulfo, they also urged the consideration of the new entry of new electric cooperatives.

In a statement, Cong. Erwin Tulfo said, they filed a resolution due to numerous complaints received by their offices regarding the series of brownouts in different parts of the country under electric cooperatives.

“Sa kabila ng mga reklamo ng brownout o kawalan ng kuryente ay patuloy pa rin naman ang pagbibigay ng pangit na serbisyo ng mga electric cooperative na ito sa kanilang mga naseserbisyuhan at nagtitiis na ang ang taumbayan,” Tulfo lamented.

In the resolution, the lawmakers said, “The dismal performance of these electric cooperatives underscores the need to explore alternatives, such as the establishment of new electric cooperatives or other models for the provision of electricity in these areas, to address the long-standing issues that have plagued the residents and businesses.”

“Panahon na upang silipin natin ang pangit na serbisyo ng ilang mga power companies na ito sa pamamagitan ng pag-rebyu ng mga prangkisa nilka, pagkansela kung kinakailangan, at pagpasok ng mga bagong power players sa lugar,” Tulfo averred.

“Maraming mga electric cooperatives ngayon na gusto at handang magbigay ng kuryente sa lugar na panay ang brownout pero hindi nabibigyan ng pagkakataon dahil sam ga existing franchise ng mga walang kakwenta-kwentang nabanggit na power companies,” Tulfo added.

The lawmakers insisted that they filed a House Resolution for the immediate review of the franchises of these electric cooperatives that have long been the subject of complaints due to their daily power outages in the areas they serve.
