Diokno, Balisacan pinasisibak sa panukalang tapyasan ang taripa, price cap

HINILING ng ilang agricultural groups sa gobyerno na sibakin ang nangungunang economic managers ng Gabinete.

Ito ay dahil sa palpak umanong panukala na pagbaba ng taripa sa imported na bigas.

Naniniwala ang grupo na pasakit ito sa mga magsasaka at posibleng ikamatay ng kanilang saka.  

Sa pahayag, binatikos ng grupo sina Finance Secretary Benjamin Diokno at National Economic and Development Authority Secretary Arsenio Balisacan.

Nagpakilala ang grupo na Samahang Industriya ng Agrikultura (SINAG), Federation of Free Farmers (FFF), Philippine Confederation of Grains Associations (PHILCONGRAINS), Kilusang Magbubukid ng Pilipinas (KMP), Pambansang Mannalon, Mag-uuma, Magbabaul, Magsasaka ng Pilipinas (P4MP), at National Movement for Food Sovereignty (NMFS).

Ibinunyag ni Diokno ang kanyang panukala na magpatupad ng zero tariff sa rice imports habang naghihingalo na ang lokal na merkado sa walang puknat na  pagtaas ng presyo ng bigas.

Ang ginawa ng dalawang economic managers ang dahilan para magkaisa ang grupo at kontrahin ang panukala na tiyak na ikalulugmok pang lalo ng mga magsasaka.

“Today, we stand together to oppose, in the strongest terms, the efforts of Secretaries Diokno and Balisacan to serve the death sentence on rice farmers and other industry stakeholders by cutting or eliminating tariffs – our last refuge,” ayon sa statement ng grupo.

Sakaling maipatupad ang panukala, nangangahulugan ito ng mas malaking kita sa panig ng importers.

Hindi rin umano makikinabang ang mahihirap na Pinoy na pagtapyas ng taripa dahil higit umano sa 85 porsiyento ng imported na bigas ay target ang may kayang pamilya.

Binanggit din ng grupo ang naunang pahayag ni Pangulong Ferdinand Marcos Jr sa pagsandal sa importasyon. “What we need right now is to reassert our capacity to produce for our own agriculture and food needs, and to vigorously push for food self-sufficiency as we can never rely on the vagaries of the international market,” dagdag pa ng grupo.
