FOLLOWING the bomb scare that transpired at Ponciano Bernardo High School, Cubao, Quezon City on January 26, 2023, the Quezon City Police District led by PBGen Nicolas D Torre III, District Director, has filed criminal charges against Elfrank Emil Anthony Bacle Kadusale, 22, for violation of Presidential Decree 1727 or the Anti-Bomb Joke Law in relation to Section 6 of Republic Act 10175 or the Anti-Cyber Crime Law and Robbery Extortion.
Based on the report received at the office of PMGen Jonnel Estomo, RD, NCRPO, the above-mentioned suspect posted a bomb threat at the Facebook page of the said school using the account of “Bob Key Ser Panganiban” on January 26, 2023 at about 12:59 AM saying that a bomb was planted inside one of the comfort rooms of the school and that everyone would be wiped-out.
Subsequently, on the same day, at about 9:59 AM using the same FB account, the suspect posted another message wherein he was demanding payment of Php 100,000.00 as a condition not to proceed with the bombing.
Posing threat and havoc to the school, personnel of Cubao Police Station, Explosive Units, QCPD immediately responded to verify the veracity of the report received by the school princial and carried out visual inspection and threat assessment but did not see any sign of a bomb or improvised explosive device.
An investigation was immediately conducted and was able to identify the sender/suspect Kadusale as a Grade 8 Alternative Learning System (ALS) student at P. Bernardo Elementary School.
In the three-paged inquest resolution submitted by Asst. City Prosecutor, Criselyn B. Carayugan-Lugo of Quezon City Prosecutor’s Office, Kadusale was lawfully arrested under Section 5, Rule 113, of the Rules of Criminal Procedure and will be facing complaints for Violation of Presidential Decree 1727 or the Anti-Bomb Joke Law in relation to Section 6 of Republic Act 10175 with recommended bail of Php 30,000.00; Grave Threats under Article 282 para 1 of RPC in relation to Republic Act 10175 with recommended bail of Php 72,000.00; and Violation of Section 4(b)(3) of RA 10175 with recommended bail of Php 120,000.00.
Bomb threats were also reported in New Era Elementary School, Emilio Jacinto High School, and San Francisco High School but all of them turned-out to be false threats. There was no evidence that links the suspect to these threats but ongoing investigation is being carried-out to unveil the perpetrators.
In a message of PMGEN Estomo he said, “we will not take these incidents lightly since this is not the first time that we have received bomb threat/prank reports especially in the schools and universities. Rest assured that Team NCRPO will take every measure available and will provide additional resource we have to protect the public from such life-threatening situations.”
